Embassy: First Screening5–20%

The biggest bottleneck. Varies enormously by country.

Embassy: MEXT Approval (after nomination)70–80%
University: After Nomination85–95%
Overall (all applicants)~8–15%

Country variation: Some countries get 50+ slots; others get 2–3. A strong applicant in a 3-slot country faces much tougher odds. MEXT does not publish allocations.
