The Embassy track has no published minimum GPA. University-track calls apply MEXT’s own formula and ask for at least 2.30 on its 3-point scale (Ritsumeikan’s call is one example). Beyond the minimums, successful Embassy candidates typically have 3.0/4.0 or higher and University-track professors often want 3.5+ — our estimate from applicant reports.

The rules that apply to everyone

• Nationality: you must hold the nationality of a country that has diplomatic relations with Japan. Japanese nationals cannot apply; dual nationals must give up Japanese nationality by the time they arrive.
• Where you apply: the first screening is held at the Japanese embassy or consulate in the country of your chosen nationality.
• Health: a physician-signed medical certificate on the MEXT form.
• Arrival: you must be able to arrive in the period MEXT sets — for the 2027 April term, between 1 and 7 April 2027.
• Visa: you must obtain a new "Student" visa at the Japanese mission in your country, even if you already hold another Japanese residence status.

Requirements by programme

Research Students (Master's / PhD)

For a master's you need 16 years of schooling outside Japan, or a bachelor's-equivalent degree from a programme of at least three years; for a PhD, a master's or equivalent. For the 2027 intake you must be born on or after 2 April 1992. The research plan is the most critical document — a brilliant proposal can compensate for a less-than-perfect GPA.

Undergraduate

You must have completed 12 years of schooling, and for the 2027 intake be born on or after 2 April 2002. You take the embassy screening exams in Japanese, English and maths, plus two science subjects (chemistry with physics or biology) for science tracks.

Teacher Training

You must be an active teacher with 5+ years of experience at primary or secondary level (or at a teacher training college), and you must return to your teaching position after the programme. University and college teachers currently in service are not considered.

Young Leaders Program

For mid-career professionals in government, business, law or public administration. Nomination only — there is no open application. You must be nominated by a government agency or official recommending organisation.

The other programmes: Japanese Studies (ages 18–29, enrolled in a Japanese language or culture programme at home), College of Technology and Specialized Training College (both under 25).
