Current official website, not an old portal
A*STAR's applicant system is the A*STAR Scholarship Applicant Portal at sms-applicant-app.a-star.edu.sg. The 2023 brochure already pointed applicants there. Use that current official system. Do not apply through a third-party form or a leftover URL from an older campaign.
Start from the current official scholarships website. On 22 September 2026 the dedicated SINGA talent pages 404'd after a Next.js rebuild. If the SINGA tile is missing, write [email protected] before you open an account for the wrong award.
The 2023 brochure is explicit: applicants who apply through the SINGA portal are not required to apply on the university portal unless the university later contacts them. That is the opposite of AGS, which says you must apply separately to the partner university. Read the form you are actually in.

Find the supervisor

Register once
Desktop only. Passport number for foreigners. Terms of Use checkbox before Submit enables. Portal FAQ: SMS FAQ PDF.
Submit SINGA and wait
The 2023 brochure: only shortlisted applicants are emailed, at the earliest about 12 weeks after the close date. Do not treat silence as a portal bug on day 13.
