Yes in the official record. A*STAR Research describes SINGA as the international graduate award that brings overseas talent to Singapore for a full PhD. The live scholarships site still publishes AGS with different eligibility (Singapore AU degree for internationals) and a service commitment for some foreigners. The 2023 brochure FAQ: you are neither required to take up citizenship nor work in Singapore after graduation. It adds that there are career opportunities if you want to stay. Recheck the live wording. That sentence is not AGS.
The 2023 brochure: Singapore institutions admit students with a Bachelor's for graduate work leading to a PhD. Students start with coursework and research, then a thesis after the Qualifying Examination. SINGA awardees normally finish in four years. Current BSc/MSc students can apply.
