Institutional review happens before a quota campus forwards its slice to the agency.
What “quota” means
The term refers to the maximum number of applications an institution can forward to each agency. Campuses receive separate quotas from CIHR, NSERC and SSHRC. CIHR’s 2026–27 list totals 1,000 forwarded applications. NSERC’s published list totals 1,655. SSHRC’s 2027–28 list totals 1,764. Those are forwarding caps, not award counts.
Self-identified Indigenous doctoral applicants whose nations or communities are in Canada may have their application considered for submission beyond the institution’s quota if they consent in the form. Institutions must still run a review.

Approved leave still counts as registered at that institution.
International applicants

International applicants must already be registered in the doctoral program at an eligible Canadian institution by the deadline. There is no official “apply from abroad, start later” path on the harmonized page.
NSERC Form 201 options A–D
On Form 201, current status maps to the channel. Options A and B send the file directly to NSERC (no quota institution this calendar year, or a school without an NSERC quota). Options C and D send it to the Canadian institution for internal review. If you are unsure of registration status, ask the faculty of graduate studies (or equivalent) before you pick the radio button.
