Who Can Apply for CGRS-D in 2026

Thirty-six months of doctoral study, one CRTAS file a year, no prior agency doctoral award (including Vanier). International applicants must already be registered in Canada by the deadline.

The 36-month rule is the clock that matters

To apply, you must have completed no more than 36 months of full-time-equivalent study in the doctoral program, the PhD portion of a joint professional undergraduate/PhD, or the joint program you are requesting funding for, by 31 December of the calendar year of application — 31 December 2026 for the October 2026 competition.

All full-time months count, including summers. Two terms of part-time study count as one term of full-time study. The agencies count all studies toward that doctorate, whether or not they were in the same program or at the same institution.

Fast-track

If you transferred from a master’s to a doctorate, months start on the transfer date.

Joint master’s/PhD

Months start when you officially registered in either portion, including the master’s portion.

Joint professional undergraduate/PhD

MD/PhD, JD/PhD, DVM/PhD: only months in the PhD portion count.

Other restrictions the agencies list

One CRTAS program per academic year. A second file is discarded; the first eligible one is kept.
Maximum three applications to CGRS-D.
You cannot already have held a doctoral scholarship from CIHR, NSERC or SSHRC, including a Vanier CGS.
CIHR or NSERC award: you cannot hold a tenure or tenure-track appointment (or be on leave from one) at the same time.
SSHRC: you may hold the award on an approved leave from a tenure-track post for a first doctorate — contact SSHRC early if this is you.
If you are still eligible for CGRS-M, the agencies note you may stretch funding by taking CGRS-M for a first doctoral year instead of CGRS-D. That choice is yours.

International applicants

If you are not a Canadian citizen, permanent resident, or protected person under subsection 95(2) of the Immigration and Refugee Protection Act, you must be registered in your doctoral program at an eligible Canadian institution by the application deadline. Up to 15% of awards are available to international applicants. After the award you also need a study permit — see the fees and funds to plan for.

You cannot use CGRS-D as a ticket to start a Canadian doctorate from abroad. Registration by the deadline is the published gate.

Holding the award outside Canada

You may propose any eligible Canadian institution, or a degree-granting institution outside Canada (or an eligible CIHR institution paid). To hold it outside Canada you must both:

be a Canadian citizen, permanent resident, or protected person as of the application deadline; and
have completed at least one previous undergraduate or graduate degree at a Canadian institution.

Up to 20% of all doctoral awards may be held outside Canada. The STRAC Policy does not apply to CRTAS scholarships, but the agencies still point researchers to travel-security and safeguarding-research pages.

What counts as an eligible doctorate

The program must be predominantly research-oriented and lead to a thesis, major research project, dissertation, scholarly publication, performance, recital and/or exhibit that is merit-reviewed at the institution. Joint professional degrees and clinically oriented programs, including clinical psychology, are eligible if they have a significant autonomous research component as described on the official page.
