Rotary Peace Fellowship Eligibility 2028–29: Experience, Gaps and the Rotary Rule

Rotary’s rules are short but strict: a bachelor’s degree, English, years of full-time peace or development work, a three-year break from study, and no close Rotary ties. Check yourself against each one.

Rules for both tracks

Every candidate must be proficient in English, hold a bachelor’s degree, show a strong commitment to cross-cultural understanding and peace through work, study or community service, and show leadership potential. All application materials must be in English.

Candidates who are currently enrolled in an undergraduate or graduate programme, or who will be enrolled in the upcoming academic year, are not eligible. Rotary’s application page also states a general rule: at least three years between completing your most recent degree and the intended start date of the fellowship.

“Relevant” is defined broadly but not loosely. Rotary publishes a Relevant Experience Eligibility Guide that explains what counts. It counts professional work and impactful volunteer work that involves leading, planning, carrying out or evaluating peace or development initiatives, across ten categories from government and NGOs to research, media and public health. Office administration, customer service, retail and similar roles generally do not count. If your years are part-time or only loosely connected to peace or development, check them against the guide. Alumni now work in governments, NGOs, education and research, peacekeeping and law enforcement, and international organisations, according to the official overview.

English

Both tracks require English proficiency. The master’s application asks for English test scores; the certificate application does not list them as a required document. Rotary publishes an English test score and exemption reference sheet — use it for the minimum scores and exemptions rather than figures quoted on blogs. The February 2026 sheet says master’s candidates whose native language is not English need scores less than two years old, meeting the rules of their first-preference university, or an exemption request with evidence. IELTS minimums on that sheet range from 6.0 (Bradford) to 7.0 (Duke–UNC). Book your test early: Rotary’s own advice is to allow time to register for IELTS or TOEFL.

The Rotary-relative rule

This rule disqualifies more people than you might expect. According to the eligibility restrictions, these people cannot apply:

  • Active Rotary members, and Rotaract members who are also Rotary members
  • Employees of a Rotary club or district, Rotary International or another Rotary entity
  • Spouses, children or grandchildren (by blood or legal adoption), spouses of those children or grandchildren, and parents or grandparents of anyone above
  • Former Rotary members and their relatives, within 36 months of resignation

Rotaract club members who are not also Rotary members can apply.

Previous Rotary awards

If you have completed the certificate, the master’s or a Rotary Global Grant Scholarship, you must wait three years from the end of that programme to the start of a new fellowship. A certificate alumnus can therefore apply for the master’s later, but not straight away. Rotary Peace Fellowships cannot be used for doctoral study.

Each certificate centre focuses on a region. You qualify for a centre if you are from that region, have worked there, work elsewhere with communities or initiatives connected to it, or can show a compelling interest in peacebuilding there.

Certificate candidates must also explain how their plan to promote peace aligns with Rotary’s mission.

Master’s: not in your home country

Master’s fellows may not study at a Rotary Peace Center in their home country. A US citizen cannot be placed at Duke–UNC, a Japanese citizen cannot be placed at ICU, and so on. You rank two preferred centres in the application; choose two you are eligible for.
