How to Apply for the Malaysia International Scholarship (MIS) 2027/28

The whole MIS application is online through the MOHE system: one form, plus your documents as scanned PDFs. Here are the steps in order, the seven documents with the details people miss, and a checklist you can tick off.

The 2026/2027 call is closed

The 2026/2027 window ran from 4 March to 3 April 2026 (archived MIS portal). The 2027/2028 call has not been announced. Use this page to get ready now, so you can apply in the first days of the next window.

The steps

    Check the new guidelines PDF

    MOHE replaces the PDF every cycle (2024, 2025, 2026). Read the new one fully when it appears on the portal, especially the country list, age limits and benefits.

    Choose a programme at one of the 24 listed institutions

    Apply to the university separately if you can. An offer letter is uploaded if you have one. See Universities.

    Collect certified copies and translations

    Your passport, transcripts and English result must all be certified copies. Anything not in English needs a certified translation.

    Register and fill in the online form

    Use the MIS online application system at biasiswa.mohe.gov.my/INTER. Fill in every field. The guidelines say applicants must “fill up and provide all the necessary information”.

    The portal provides a guide called “How to convert documents to PDF format” under Download. Check each upload opens and is readable.

The seven required documents

From “How to apply” in the 2026 guidelines. All must be scanned and uploaded as PDF:

  1. Passport. A certified copy, as evidence of nationality, valid for at least 6 months.
  2. Academic transcripts. Certified copies of your undergraduate transcripts. PhD applicants also include the master’s transcript. They must show all the courses you took. If they show no CGPA, marks or percentile, add a certified official document from your university that explains its grading system.
  3. English. A certified copy of your IELTS or TOEFL result, or an official letter from your previous institution saying your degree was taught in English.
  4. Two letters of recommendation, from two referees.
  5. Admission letter to a Malaysian university, if you are currently studying or have already been admitted.
  6. Curriculum vitae.
  7. Research proposal, for Master’s by research and PhD applicants only. At least 1,000 words.
Language rule

All documents must be in English. If any are in another language, you must provide certified translated copies. Upload the certified translation, and keep the original ready in case MOHE asks for it.

Details that trip people up

  • “Certified” copies. The guidelines ask for certified copies of the passport, transcripts and English result. The 2026 PDF does not say who may certify. Use your university or a notary, and ask MOHE if you are unsure.
  • Partial transcripts. A transcript that leaves out some courses breaks the rule that it must show “all the courses taken”.
  • Grading systems. If your transcript shows letters or classes with no scale, the grading-system document is required, not optional.
  • Referees. The guidelines say only “two (2) referees”. Choose academics who know your work. Brief them on the three selection criteria: academic and co-curricular achievement, the proposal, and English.
  • The CV. Criterion 1 includes “co-curricular achievement”, so your CV should show leadership, service and activities as well as grades.

For questions about MIS, the guidelines give international@mohe.gov.my and +603-8870 6346 / +603-8870 6375 (9.00 am–4.30 pm Malaysia time, Monday–Friday). For technical problems with the form, email the same address with screenshots. The portal’s contact page also lists a hotline, +603-8888 1616. The guidelines name only the online system as the way to apply. You do not need an agent.
