Humphrey Fellowship vs Fulbright Foreign Student Program

Both are Fulbright exchanges funded by the U.S. State Department and run through the same embassies and commissions. The difference is the degree — and the stage of career each is built for.

The short answer

If you want a U.S. master’s or PhD, apply for the Fulbright Foreign Student Program. If you are a mid-career professional with five or more years’ experience and management duties, and you want a funded year of non-degree study and a U.S. placement, Humphrey is the closer fit. Humphrey Fellows “do not receive an academic degree”, the official FAQ says.

What they share

Humphrey is formally a Fulbright exchange. Both are funded by the State Department, both use the J-1 visa, and in most countries the same embassy section or commission runs both competitions. Final approval for both comes from the J. William Fulbright Foreign Scholarship Board.

That overlap creates two rules you should know:

  • Many posts bar anyone who took part in a U.S. government–sponsored exchange in the last three years. A recent Fulbright grant can make you ineligible for Humphrey
  • Ghana’s 2027–28 call gives preference to candidates who have not previously received a Fulbright scholar grant
  • A year or more of U.S. graduate study in the last seven years — for example a Fulbright master’s — rules you out at many posts

How to choose

Choose Humphrey if…

You have 5+ years in a management or policy role, you will return to the same field, and you can get about ten months’ leave. You want contacts and a U.S. placement more than a credential.

Choose Fulbright if…

You need a degree for your next career step, or you are earlier in your career. You are ready for the GRE, admissions and a longer stay.

Consider Chevening if…

You want a fully funded one-year UK master’s and have at least 2,800 hours of work experience.

Consider JJ/WBGSP if…

You have 3+ years of paid, development-related work and want a funded master’s in development.

Career stage matters more than age

Humphrey has no global age limit, but embassy calls describe the target as “young and mid-career” or “mid-career” professionals, and some posts set bands (China 30–50, Ethiopia 32–45). Pakistan’s USEFP wants 8–18 years’ experience. If you are two years out of university, Humphrey is not the right door yet — recent graduates are excluded by name.

Can you apply to both?

The official sites do not publish a rule against applying to both in the same year, but the same office usually runs both, and many posts exclude recent exchange participants. Ask your embassy or commission before you file two applications. Our Fulbright guide covers that programme in full.
