Pool 1 — Bilateral Country Applicants

Online application form
Completed at ampeu.hr/scholarship_application. Available in English and Croatian. Fill in your personal details, scholarship type preference, and intended host institution.
Valid passport or national ID copy
Clear scan of the photo page. Must be valid for the full duration of your intended scholarship period. EU citizens can use a national ID card; non-EU applicants should use a passport.
Curriculum Vitae (CV)
Europass format is preferred. This is the EU standard CV format — structured, professional, and familiar to Croatian evaluators. You can create one free at europa.eu/europass. Include education, publications, awards, relevant professional experience, and language skills.
Letter of Interest (1–2 pages)
Write clearly about your study objectives and career goals. What do you want to study or research in Croatia specifically? Why Croatia? What do you intend to do with this experience? Keep it focused — 1 to 2 pages, not a generic motivation letter recycled from other applications. Croatian evaluators notice vague letters.
Proof of enrollment at home institution
Official confirmation from your current university that you are enrolled, showing the program name and that you've completed at least 2 semesters. Usually available from your registrar's office. Must be dated within the current academic year.
Academic transcripts (minimum last 2 semesters)
Official transcript showing grades from your last 2 completed semesters at minimum. Must show course names, grades, and the grading scale used. If your institution uses a non-standard grading system, include a legend or explanation.
1–2 recommendation letters
From academic supervisors or professors who know your work. Should be specific about your abilities, academic performance, and suitability for the scholarship. Generic letters ("I confirm the student attended my class") add little weight. Ask professors who can speak to your research or academic capability directly.
Study or research proposal
Required for all types. For research types (C2, D, E), this is especially critical — describe what you plan to research in Croatia, why the specific Croatian institution or professor is relevant, and what outcomes you expect. For study types (A2, B), describe what program you're targeting and why.
Language proficiency documentation
AMPEU does not specify a particular test (no IELTS/TOEFL requirement by name). For English-language programs, a certificate from your university's language department or official test result is typically accepted. Type A1 (Croatian language) requires B1 level of Croatian proficiency — document this with a certificate or formal language assessment.
The Nomination Letter — Not Submitted by You
The Nomination Letter is sent by your home country's nominating institution (ministry, national agency) directly to AMPEU. You do not upload it. You do not submit it via the portal. It is an institution-to-institution document.
If you have been asked to submit your own Nomination Letter, something is confused in the process. Contact your nominating authority and clarify. AMPEU needs to receive it by the application deadline (typically around April 10; the 2027/2028 date is to be confirmed) — but from them, not from you.
Extra for Types C2, D, and E: Letter of Invitation
Research types require a Letter of Invitation from the Croatian host institution or professor. This confirms that a specific Croatian academic has agreed to host and supervise your research. Without it, the application for research types is incomplete. You need to secure this letter before applying — which means finding and contacting a Croatian academic in your field independently.
Pool 2 — Language Students
Pool 2 has a shorter document list. The key difference: no Nomination Letter. The Recommendation Letter from your Croatian language professor is the critical document here.

Proof of enrollment in Croatian language or Slavic Studies program
Official documentation from your home university showing that you are currently enrolled in a Croatian language or Slavic Studies program. This is the core eligibility proof for Pool 2 — without it, the application doesn't qualify for this pool.
Recommendation Letter from your Croatian language professor
Written by the professor who currently teaches you Croatian language at your home institution. This is uploaded via the AMPEU online system by the candidate — unlike Pool 1's Nomination Letter, you do handle this one. The letter should confirm your enrollment in the program, your progress, and your suitability for the scholarship.
The Europass CV — What It Is and How to Make One
Europass is the European Commission's standardized CV format. It's widely used across European universities and public institutions. Croatian scholarship evaluators are familiar with it and it makes your application easier to assess quickly.
It covers: personal information, education history (most recent first), professional experience, language skills (using the A1–C2 scale), and other competencies. There's a section for digital skills and publications.
